KAUST School Bus Safety

From the 16th of August 2016, new Coaster busses fitted with retractable STOP arms and red flashing lights will be operational on KAUST School Bus routes. Although these busses are already in use on other KAUST bus routes, the retractable STOP arms and red flashing lights will only be used along KAUST School Bus routes during normal school days when picking up or dropping off school children at designated bus stops (See photo 2).

As per the KAUST Traffic and Vehicle Safety Policy, where a STOP sign is posted, or a flashing red light is indicated, drivers and cyclists must reach a full stop and yield the right of way to pedestrians at crosswalks and intersections, allowing the pedestrian to pass in front. Drivers and cyclists must not tail-gate buses under any circumstance. A safe following distance of 20 feet (approximately 6 meters) between themselves and busses are recommended.

I have 3 questions:

(1) Do traffic in all lanes and in both directions have to stop?

(2) With the stop sign extended and the red light flashing, the bus driver opens his small window and waves me on, can I pass? Would that be a violation? Are bus drivers given the authority to direct traffic in this situation?

(3) If a School Bus is stopped at a lay-by area and he is waiting for quite a few minutes, can the driver NOT display the stop sign? The question is, are the drivers allowed to NOT display the stop sign when he thinks the situation is safe?
