Important revisions to the Traffic and Vehicle Safety Policy

Following a full review of the 2012 Traffic and Vehicle Safety Policy, Health Safety and Environment would like to announce the revised Traffic and Vehicle Safety Policy which comes into effect Sunday, May 24, 2015.

There are a number of significant improvements and additions to the policy which will enhance road safety and community well-being throughout KAUST. The policy is now available on the University Policy website in addition to the Community Governance page.

Improvements and additions include:

  • A passenger on a motorcycle or scooter must sit astride the motorcycle or scooter on a fixed seat behind the driver and facing forward, with both feet on the footrests.
  • A child passenger must be able to sit astride the motorcycle or scooter safely and hold on to the rider, the pillion hand-holds, or bar.
  • Failure to comply with KAUST Traffic & Vehicle Safety Policy may result in suspension of driving privileges on KAUST roadways.
  • Reckless driving will result in immediate suspension of driving privileges for six months.
  • Drivers and passengers of motorcycles, scooters, quad bikes and other similar vehicles (without rollover protection) must wear an approved motorcycle helmet that complies with international standards.

  • The age limit of driving a motorized vehicle has been increased to 17 years of age (Gregorian calendar). Those that already have an existing license will be grandfathered in.
  • The owners of motorized vehicles at KAUST assume all legal and liability responsibilities of the vehicle. As a as minimum a valid third party liability insurance coverage suitable for the vehicle type.
  • All cyclists are now required to wear an appropriate bicycle helmet that conforms to international standards.

We thank all KAUST members for embracing these essential changes which are designed to safeguard our community. Full enforcement will take effect as of July 1, 2015 to allow community members time to adjust and comply.

I don’t know about the helmet for every body. You are aware of the adverse cycle helmet I hope? When not, please google.

I would say helmets for all cyclists will be impossible to enforce. Look at the number of cyclists every day around the spine and DS – the majority do not wear helmets. What next – hat cameras rather than speed cameras? Mass detention of cyclists at 5pm?
Security need to sort out the cyclists who are the real danger first – like the ones who cycle in low light in dark clothes with no lumination and those who ignore every traffic regulation. For years this has been a real issue with no sign of improvement. Leave helmets as a personal choice.

I think the most important point is missing in the above list.

Only drivers with a KAUST / Saudi / or home country license/certificate should be allowed to drive. There is a KAUST “Driver Competency Assurance Program” that should be attended AS A MINIMUM if one does not have a driving license/certificate. Because being allowed to drive over the age of 17 does not guarantee that one knows “how” to drive and follow Traffic & Vehicle Safety Rules.
