The United States Government’s Role in Advancing Science and Technology

Abstract

In 2019 the US Department of Defense identified biotechnology as a modernization priority. The result is a renewed engagement in accelerating biotechnology research for a myriad of applications. The Who, Why, Where, and How will be discussed: why government gets involved in such efforts, where are activities promulgated, and how does government investment lead to disruptive societal changes.

About the Speaker

Patrick P. Rose, Ph.D. is the Program Manager for the Department of Defense Bioindustrial Manufacturing Innovation Institute: BioMADE. In this role, he represents the government in a public-private partnership to address the spectrum of manufacturing challenges associated with biomanufacturing of non-medical products.

Dr. Rose is tasked with helping advance domestic biomanufacturing and support the establishment and growth of supply chain intermediaries within the U.S. that are essential for the bioeconomy. Patrick also serves as Science Director for Synthetic Biology at the U.S. Office of Naval Research Global in London, United Kingdom. In his position, Dr. Rose is responsible for maintaining a global network throughout the synthetic biology community. He also serves as country manager on behalf of ONR Global to Germany, Austria, and Switzerland.

In this position, Dr. Rose provides general technology awareness. Prior to joining the Office of Naval Research Global, Patrick was Director for Pandemic and Catastrophic Preparedness at the National Association of County and City Health Officials, where he led the Center for Disease Control and Prevention’s domestic efforts on preparedness and response to chemical, biological, radiological, and nuclear threats. Other positions included instructor at the US. Department of State Office of Antiterrorism Assistance and subject matter expert to the Defense Threat Reduction Agency on biosecurity and biosafety in Africa. Dr. Rose holds a PhD in microbiology and immunology from Oregon Health Sciences University. He is alumnus of the Center for Health Security’s Emerging Leaders in Biosecurity Initiative.
